After President Donald Trump’s tariff war against Canada and his call for the country to become the “51st state,” many Canadians have boycotted visiting the United States. By the end of 2025, the U.S. lost roughly $3.3 billion in travel spending from Canadians, according to Statistics Canada. While U.S.-to-Canada flights saw a decline, recent data suggests a recovery is underway. Statistics Canada reported that 8.8% more Canadians visited the U.S. in August than in the same period in 2025.

Flight and seat numbers are consistent with this increase, according to analysis by TheTravel of data from aviation analytics company Cirium.

Airlines have scheduled 6% more U.S.-to-Canada flights in January 2027 than in the same period this year. In addition, Billy Bishop Toronto City Airport (YTZ) is more than doubling its seat capacity for the first month of 2027 compared to January 2026.

In the first month of 2026, the airport served 23,478 total seats from these seven U.S. airports, while January 2027 is seeing more than double that figure at 48,516. While Chicago Midway International Airport (MDW) is no longer serving non-stop routes to Billy Bishop, Chicago O’Hare (ORD) added over 100 new flights to the Toronto hub, after not flying to the airport at all at the start of this year.

In March, U.S. Customs and Border Protection (CBP) added a preclearance facility at Billy Bishop Airport, the latest of its now-16 locations worldwide.

Preclearance lets travelers clear customs at an outside-of-U.S. airport before entering the United States.

New York’s LaGuardia Airport (LGA) also saw no traffic to Billy Bishop in January 2026; now, January 2027 is scheduled to have 144 flights to the Toronto airport.

Several other Canadian airports also saw significant increases in the number of seats they’re offering in January 2027 compared to the start of this year.

Calgary International Airport (YYC) took silver among Canadian airports in seat additions by percentage, with capacity up nearly a quarter. The data show that flights offered from the U.S. are nearly back to pre-boycott levels. However, it has not fully recovered.

Next January will see over 9% more seat capacity from the U.S. to Canada and nearly 6% more flights than January 2026. However, January 2025 saw over 1.5 million seats and over 12,600 flights, which is over 1% more than what is scheduled for the same period in 2027.

In 2026, Canadian return trips steadily increased month by month, according to Statistics Canada.

As of October 7, Statistics Canada has not yet released the figures for September 2026. Along with the increase in Canadians traveling from the U.S. to Canada, airlines are set to add more routes in January 2027 that were not offered during the same period this year.

Air Canada operates the only direct flights between LaGuardia Airport and Billy Bishop. The Montreal-based carrier, along with Porter Airlines, also offers a non-stop route between Chicago O’Hare and Billy Bishop.

With airlines appearing to be betting on significantly more travel between the U.S. and Canada this upcoming January than in January 2026, travelers will have many more options when planning their trip.
