Although United Airlines’ new ban has drawn complaints in one U.S. state, the carrier is enforcing its new “Rule 21: Refusal of Transport” for failure to use headphones. On a recent United Airlines flight between Cancun and San Francisco, a flight attendant was relentless in enforcing the new rule. Not only did the attendant warn a guilty traveler several times, but a general announcement was also made regarding the headphones rule.
Flight 1948 turned out to be a positive experience for many passengers thanks to the United crew’s stern response.

On February 27, 2026, United Airlines updated its contract of carriage. A new rule was added after the airline warned that passengers could be removed from flights for not wearing headphones while listening to audio or watching videos.
The policy states, “Whenever refusal or removal of a Passenger may be necessary for the safety of such Passenger or other Passengers or members of the crew including, but not limited to: Passengers who fail to use headphones while listening to audio or video content.”
United Airlines said the rule change was made following the announcement of its expansion with Starlink. United says it seemed like a good time to announce the change.
“We’ve always encouraged customers to use headphones when listening to audio content – and our Wi-Fi rules already remind customers to use headphones. With the expansion of Starlink, it seemed like a good time to make that even clearer by adding it to the contract of carriage,” United said.
United received widespread praise from passengers for the ruling, with many urging other U.S. airlines to implement similar policies. However, there has been some debate regarding the actual enforcement of the ruling.
One traveler on Reddit stated that nothing was done on a recent flight between Miami and New York City.
“MIA to NYC and EVERYONE is blasting videos without headphones. On the plane now. This is so ridiculous. FAs doing nothing.”
Although the experience frustrated many, United Airlines is enforcing the rule on other flights. This was the case on a recent route between Cancun and San Francisco.
United Airlines Flight 1948 Enforced The Headphones Rule On A Recent Flight To San Francisco
Despite the current debate, a United Airlines flight attendant recently flagged a passenger on a flight from Mexico to SFO. The incident in question was reported by a passenger on UA1948. The traveler had high praise for the way the flight attendants stepped in.
“Husband and I were in first flying back from Mexico. As we were preparing for takeoff, we could hear music pretty loudly a few rows behind us. FA gets on intercom and makes announcement to the whole plane about wearing headphones. We are ascending and this guy still is playing music. I would have said something myself, but he was window seat a few rows back and not within eyesight of me (also couldn’t get up due to takeoff).”
Despite the announcement, the music kept playing. Credit to the flight attendant for being persistent. As soon as the flight reached altitude, the passenger was once again warned about playing music aloud.
“The second we get to altitude we ring the FA and tell her about the music. She goes right back to him and tells him he needs headphones. I couldn’t hear the exchange. She steps away and he’s still playing music! She turns around and tells him again.”
Thankfully, the flight wasn’t diverted because of the incident, and the flight attendant kept cool and consistent with the issue. The flight attendant handled the situation in the best way possible.
The United Airlines Flight Attendants Provided The Passenger With Headphones
Along with keeping consistent, the flight attendant resolved the issue by bringing the passenger a pair of headphones.
The passenger concluded, “She ended up bringing him headphones. Long story short, thanks to the FA for handling. UA1948 had wonderful FAs who provided great service. Also, wear headphones. The plane isn’t your main character stage. It’s embarrassing.”
The exchange caused several reactions online, with many questioning the negligence of certain passengers. Ultimately, the United flight attendant took the ideal approach, issuing several warnings, including one at the start of the flight for the entire aircraft.
